Follow the Money? – European Integration in Light of EU Budgetary Law

ftmLogoThe “first really significant push for integration since Maastricht” was presumed by the philosopher Jürgen Habermas in view of the issuance of common European debts to cope with the economic consequences of the Covid-19 pandemic. With the 2020 recovery fund NextGenerationEU, the European Union’s financial volume has multiplied. Upon discussing Europe ten years ago with Jürgen Habermas, the politician Joschka Fischer (Greens) and the legal scholar Christian Calliess, the economist Henrik Enderlein replied to the question of Europe not being far too big in the small and far too small in the big: “Too small and too big: an economist would always say ‘Follow the money!’” In effect, the budget authority would always be decisive. From a monetary perspective, the recovery fund adds an entirely new dimension to the European integration. Which legal problems does this development pose? How should it be contextualised politically and historically? These questions give reason to fundamentally examine the state of the integration in light of the budgetary law and to question the relationship between budgetary law and democracy in the multi-level system.

Registration

In order to attend the conference in person or to follow via livestream, you can register here or via dynamint.rewi@hu-berlin.de by the 31st of May. Active participation will only be possible in person, not via livestream. The capacities for in-person participation are dependant on the development of the pandemic prior to the conference. Should there be more registrations for in-person participation than places available, in-person participants will be selected by random choice.
